Under existing legislation, only skippers and mates on vessels over 16.5 metres registered length or above are required to undertake formal training and hold a MCA Certificate of Competency. Evidence from MCA and MAIB studies have indicated that poor navigation and watchkeeping are a major cause of accidents and incidents involving fishing vessels of all sizes. Free training courses are being provided for all commercial fishermen, with the aim of reducing the number of navigational related incidents through increased skills and awareness.
